On June 5th, the Verkhovna Rada of Ukraine adopted in the first reading a draft law on principles of state language policy (#9073). As stated in the explanatory note, once the draft law is adopted, Russian language becomes a regional language in 13 administrative territorial units of Ukraine (out of 27).

OPORA continues publishing monthly pre-election monitoring results in Ukrainian regions. Organization analyzed campaigning matters of parties and candidates, investigated the abuse of administrative resource and voter bribery. Examples mentioned in the report examples give possibility to assess the pre-electoral tendencies, however, do not represent the entire database of facts collected by the organization.

On June 1 the Civic Network OPORA presented the second monitoring report’s results where the organization introduced the rating of "gifts” by potential candidates and assessed the threat of such "charity". The organization publicized information about activities of politically active public officials, who declared their intention to take part in elections and held campaign events at the budget expense.

This year within the framework of long-term elections monitoring campaign, OPORA observers will work in all 225 electoral districts, and 3,500 activists will join them on the voting day. Why is public monitoring important? And what can change the presence of public observer at polling stations?

The first meeting of National Council on the establishment and operation of condominiums, created by the Government on 14 March this year as a temporary advisory body of the Cabinet of Ministers of Ukraine, took place in late April.

15 May, together with this year's external independent testing begins the public observation of its conduction, traditionally realized by the Civil Network OPORA.

28 April the Central Election Commission formed 225 regular election districts, therefore, a process of territorial election organization came to an end. Observers of the Civil Network OPORA analyzed their boundaries, and as a result they ascertain that the effectiveness of creation of new 52 election districts (20%) is doubtful. When forming some election districts, territorial communities were unreasonably divided between different units (27 districts, 12% incidents).
