Electioneers from the Party of Regions have already started to work, regardless the fact that the election campaign has not officially started yet.

The dwellers of multi-storied houses in Saksaganskyi and Zhovtnevyi districts of Kryvyi Rih informed the observers from OPORA that they were visited by some young people, who asked them to evaluate the social initiatives of the heads of the Party of Regions on different levels starting from the President and moving down to the heads of regional level. Also, they introduced future candidates from respective majoritary constituencies. At the same time the electioneers built their questions in a way as if the candidates have already won the elections.

OPORA observers found out that the agitators got the task to conduct a public opinion poll from the local headquarters of the Party of Regions. The survey had to be done starting from June 17, 2012 till July 5, 2012 and be repeated during July 5 - July 15, 2012 (in case some dwellers were not at home). Each electioneer was “armed” with Electioneer’s Rules and certificate of the Member of All-regional public opinion poll research, which was issued by the Regional Civil Initiatives Fund. Moreover, each electioneer had to work with approximately 300-400 voters.

Electioneer’s kit included: a newspaper from the Party of Regions, a leaflet about the former Mayor Yuriy Ljubonenko and current First Deputy Mayor of Kryvyi Rih Kostyantyn Pavlov (depending on the constituency), and a calendar.

1.     New social initiatives of the President of Ukraine Viktor Yanukovych are implemented at the moment. Could you please evaluate their importance?

2.     On the initiative of the Governor of Dnipropetrovsk oblast Oleksandr Vilkul a number of regional projects are implemented. Could you please evaluate their importance?

3.     Do you know that the interests of your voting district are represented by Oblast Council Deputy Yurii Ljubonenko (Kostyantyn Pavlov – depending on the district)?

4.     On the initiative of Yurii Ljubonenko (Kostyantyn Pavlov) a number of local initiatives are implemented in your constituency. Could you please evaluate their importance?

5.     Who would you vote for if there were elections next Sunday?

6.     Do you want to get more information about Yurii Ljubonenko (Kostyantyn Pavlov)?

 

Results of these visits were carefully processed and reports for the headquarters of the Party of Regions were compiled.

For the diligent work agitators receive about 2000 UAH. At the same time average salary of the first-level nurse in Dnipropetrovsk oblast, who takes care of 2015 people, is 2199 UAH.

Civic monitoring conducted by OPORA - is a type of network activity, aimed at impartial assessment of the preparation and conduct of elections, as well as preventing violations through comprehensive civic action. Professional monitoring at all stages of the election process indirectly influences the quality of the campaign. The public opinion, both foreign and domestic is formed through gathering and spreading of information among the target audience. From a strategic perspective public monitoring of elections focuses upon improving the system and certain procedures. In 2012, during Parliamentary elections in Ukraine OPORA implements a large-scale campaign of long- and short term observation, organizes a statistical vote-count by the results of voting with the proportional component of the electoral system on a basis of representative selection, will provide 100% coverage of polling stations by observers in separate single-mandate majoritarian districts. OPORA observers will work in all 225 electoral districts, and 3,500 activists will join them on the voting day. Organization will use the latest means of spreading information about observation results, including infographics and interactive maps.
