European Union
The Delegation of the European Commission to Ukraine was opened in the centre of Kyiv in September 1993. The Delegation in Kyiv is one of over 130 European Union Delegations around the world. The Delegation's mandate includes promoting the political and economic relations between Ukraine and the European Union by maintaining extensive relations with governmental institutions and by increasing awareness of the EU, its institutions and its programmes, as well as monitoring the implementation of the Association Agreement between the European Union and Ukraine.
As part of the project "Advancing Democratic Integrity and Governance in Ukraine", implemented by the Civil Network OPORA with the support of the EU, a comprehensive research and analysis program will be carried out to assess the country’s readiness for Post-War democratic processes.
German Agency for International Cooperation (GIZ)

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), on behalf of the Federal Foreign Office, supports Ukraine in aligning its legislative framework with the requirements for EU accession. This support will contribute to the political dialogue between Kyiv, Berlin, and Brussels on the rule of law and fundamental values in the process of Ukraine’s integration into the EU.
National Endowment for Democracy (NED)
The National Endowment for Democracy (NED) is an independent, nonprofit foundation dedicated to the growth and strengthening of democratic institutions around the world. Each year, NED makes more than 2,000 grants to support the projects of nongovernmental groups abroad who are working for democratic goals in more than 100 countries. Since its founding in 1983, the Endowment has remained on the leading edge of democratic struggles everywhere, while evolving into a multifaceted institution that is a hub of activity, resources, and intellectual exchange for activists, practitioners and scholars of democracy the world over.
Swiss Solidarity
Swiss Solidarity is the benchmark organisation for leveraging the Swiss population’s spirit of solidarity to help those most affected by adversity in Switzerland and by disasters and humanitarian crises around the world. Through its fundraising campaigns for victims of natural disasters, conflicts and humanitarian crises, SwS supports local and international projects carried out by partner NGOs.
The International Renaissance Foundation
The International Renaissance Foundation (IRF) is one of the largest Ukrainian charitable foundations that has been developing an open society in Ukraine since 1990 where everybody has a sense of dignity, citizens are involved in the formation of the state, and the authorities are transparent and responsible. We work on the development of Ukraine in which human rights are securely protected and positive changes work for the benefit of the citizens. The foundation was founded by the philanthropist George Soros and is part of the Open Society Foundations international network.
The U.S. Agency for International Development (USAID)
The U.S. Agency for International Development (USAID) was the principal U.S. agency to extended assistance to countries recovering from disaster, trying to escape poverty, and engaging in democratic reforms.
German Federal Foreign Office
The German Federal Foreign Office (Auswärtiges Amt) is the government department responsible for Germany’s foreign policy and relations with the European Union. With its support, OPORA is implementing the project “Every Voter Matters: Updating Ukraine’s State Voter Register for Inclusive Democracy.” The project aims to contribute to building a transparent and resilient Ukrainian democracy in which every eligible citizen can vote freely and confidently, regardless of forced displacement, current location, or background.
Global Affairs Canada
Global Affairs Canada defines, shapes, and advances Canada's interests and values in a complex global environment. The department manages Canada's international assistance in development, humanitarian response, and peace and security, while contributing to national security and the advancement of international law.
International IDEA
The International Institute for Democracy and Electoral Assistance (International IDEA) has been supporting the Ukrainian government and civil society in preserving democratic practices and protecting citizens' rights since 2015. The organization's current work focuses on supporting preparations for Ukraine's future post-war elections and strengthening parliamentarism.
Department of Foreign Affairs and Trade of Ireland
Ireland's Department of Foreign Affairs and Trade promotes and protects Ireland's values, interests, and the economic well-being of Ireland and its citizens internationally. With the support of Ireland's Department of Foreign Affairs and Trade, OPORA is implementing the project “Inclusive Dialogues for Democratic Reform in Ukraine.” The project aims to strengthen Ukraine's democratic resilience during its European integration process by monitoring reforms outlined in the Roadmap on the Functioning of Democratic Institutions, expanding citizens' political participation (particularly that of women living abroad), and countering Russian interference in political processes.
Agency for Legislative Initiatives
The Agency for Legislative Initiatives (ALI) is a leading independent Ukrainian think tank that has been operating since 2000. OPORA joined a coalition of organizations led by ALI that prepared a Shadow Report assessing Ukraine's progress in implementing the European Commission's recommendations under the “Fundamentals of the Accession Process” cluster.
East Europe Foundation
The East Europe Foundation is one of Ukraine's largest charitable nonprofit organizations, operating since 2008. The organization places particular emphasis on civil society development and effective governance, recognizing that active citizen participation in community life is a key driver of democratic development.
Embassy of France in Ukraine
The Embassy of France in Ukraine (Ambassade de France en Ukraine) is responsible for developing and maintaining relations between France and Ukraine. With the support of the French Embassy, OPORA has strengthened its security capacity to conduct effective election observation in Ukraine. This will enable the organization to rapidly deploy its network of observers and ensure high safety standards for them, regardless of when elections take place.
