Only 3 of 59 VRU committees publish more than 50% of public information in internet. This fact was discovered by OPORA after the assessment of 29 official websites and their content.

However, despite there are some slow improvements, the amount of information published on official sites of government authorities is far from complete.

Despite the CEC has created district election commissions in correspondence with the current legislation, it didn't take into consideration the recommendations of Ukrainian and international experts regarding the procedure of drawing lots. OPORA's observers have noticed that employees who worked during the Parliamentary elections and represented so-called technical parties will continue working during the elections in 5 problematic districts.

13% of members in newly-created district election commissions were members of DECs in 5 problematic districts in 2012. Actions or inaction of members of DECs, which worked in districts # 223, 94, 194, 197 and 132 in 2012, were main reasons for the impossibility to determine the election results. On these re-elections, the creation and first substitutions in DECs show that membership wasn't fully renewed.

Managing positions (Head, Deputy Heads, and Secretaries) of the DECs were taken by 4 representatives of the AUU Batkivshchyna, 2 of the UDAR, and 1 of the Party of Regions. The other representatives belong to the parties with no representation in the Parliament. All 5 commissions have 18 members each.

The Central Election Commission has allowed Civil Network OPORA to deploy official observers during re-election of MPs of Ukraine on December 15 this year. All 13 members of the CEC who attended the meeting have supported this decision.
