On 3 September 2026, Civil Network OPORA organised the international workshop “Civil Society and the Accuracy of the Voter Registers: International Exchange of Experience and Joint Recommendations.” During the event, NGO representatives from Armenia, Georgia, Kenya, Moldova, Serbia, and Ukraine presented overviews of practical problems in the field of voter registration and ensuring the completeness and accuracy of voter register data, the consequences of these problems, and proposed steps towards their resolution. The representatives of the Central Election Commission, Ukrainian civil society organisations and other stakeholders also participated in the discussion.

A security audit is a universal monitoring tool for assessing institutional capacity. It provides a transparent framework for decision-making on whether elections can or cannot be held in specific territories. The audit results are accessible to society, the state, and Ukraine’s Western partners alike. The assessment covers the following areas: basic preconditions, physical security, socio-economic factors, and the state of democratic processes.

This report presents the results of a qualitative study by the Civil Network OPORA, dedicated to strengthening social cohesion and involving five potentially vulnerable groups of Ukrainian society in public life: Ukrainians abroad, internally displaced persons, veterans and their families, people with disabilities, and Russian-speaking citizens of Ukraine.

Russia’s full-scale invasion led to emigration of a huge number of Ukrainians, which has become an economic and humanitarian challenge not only for Ukraine but also for the partner countries hosting millions of forcibly displaced persons. According to the most conservative estimates presented in Civil Network OPORA research study, the population of Ukraine declined by more than 8 million during the period of 1991 to February 24, 2022. Russia’s war of aggression has significantly worsened the demographic situation in Ukraine, causing massive internal and external displacement. According to the UNHCR, 6,346,300 citizens of Ukraine were registered in Europe as of February 19, 2025. Furthermore, the aforementioned study based on the data collected by mobile operators indicates that the number of residents of Ukraine has decreased by more than 7 million as of June 6, 2023 relative to December 31, 2021.

OPORA is happy to present the outcomes of the pilot for the upgraded methodology of security audit we ran in four Hromadas. The Hromadas have a different scale, security context, and the recovery levels but each of them was assessed under the unified method based on our tool. In addition, to make the data and results comparable, Civil Network OPORA created a dashboard. 

Security in Hromadas is a basic precondition to launch the electoral process. It goes beyond the physical safety. Security indicators shall be established in the law to make sure the decision to (non)conduct elections is as objective as possible. A decision-maker shall be named, too. These topics were discussed on May 21 at the meeting “Security as a Precondition for Post-War Elections: What Shall be a Mechanism for Responsible Decision-Making”.

On October 22, 2024, Civil network OPORA held the second civic summit “(Dis)connected: rethinking social resilience in Ukraine”. The summit based itself on the results of joint research study on polarization of Ukrainian society, which was carried out by OPORA in cooperation with Kyiv School of Economics.
