Based on the preliminary results of its election observation, OPORA notes a highly competitive nature of the local elections, which were generally in compliance with the legislation of Ukraine. Citizens could choose from a wide variety of candidates (political parties) who had been provided with adequate conditions and resources to conduct wide-ranging election campaigning.

OPORA: voter turnout in 25 October local election as of 8:00 PM

Civil Network OPORA has been realizing a local election observation campaign. 1,500 observers are deployed to election precincts on 25 October Election Day. Civil Network OPORA continues observing the voting process at a nationally representative number of election commissions. From 12:00 to 4:00 PM, PECs provided adequate conditions for the vote, but some violations remained a challenge.

Voter turnout as of 4:00 PM was 27%

Taking into account the public response, OPORA's observers have estimated the scale of the unofficial poll initiated by the President of Ukraine Volodymyr Zelenskyi, based on a statistically representative number of polling stations. This poll is realized outside of polling stations and is not an official part of local elections.
