Members of the Civil network OPORA presented the research on “Media Consumption and Civil and Political Engagement of Ukrainian People Abroad” to the members of the Central Election Commission and its staff engaged in the working groups on out of country voting.

The survey was conducted according to the analytical developments and upon commission of OPORA from April, 8, to May, 19, 2023, and covered Ukrainian people in 7 countries: the UK, Israel, Spain, Germany, USA, Hungary, and Czech Republic.

The survey’s objective was to identify the level of participation and interest for political and public life in Ukraine among Ukrainian people in the UK, Israel, Spain, Germany, USA, Hungary, and Czech Republic. The researchers were also interested to learn about the information sources that Ukrainian people in these seven countries use. The study included three parts: online survey of 1,000 respondents about their public and political involvement, an online survey of 2,000 respondents about media consumption, and 43 in-depth interviews.

As a civil society organization, OPORA has for many years conducted monitoring over elections, advocated for and contributed to the changes to the electoral law, and has systematically studied social and political attitudes of Ukrainian people staying abroad, and the migration processes  of Ukrainian citizens after the full-scale Russian invasion.

We are deeply convinced that the research will be useful for the CEC as an election administration body, such as to develop proposals for the improvement of the electoral law to ensure the organization and conduct of elections after the martial law is either terminated or lifted in Ukraine.
