At the four PECs in the EDs # 134, 135, and 136, observers reported that PECs received 300-500 ballot papers more than was needed and allowed by the Law.

At the PEC # 000001 (ED #134, pretrial detention center, 11, Lustdorfska Doroga St.) 500 extra ballot papers were distributed for voting in single-mandate election district and 500 extra ballot papers for voting in the multi-mandate election district.

Similar situation is reported in three other PECs in the ED#135. At the PEC #511336 (Pyrohovska St., Military Medical Center of the Southern Region) there are 265 listed voters and 238 are absentee voters (i.e. when voting they have the right to receive only one ballot paper for voting in the multi-mandate election district). Yet, the PEC received 645 ballot papers for voting in both multi-mandate and single-mandate districts.

PEC# 511232 (9/11 Belinskoho St., Oblast Tuberculosis Treatment Center). The number of voters – 64. The number of ballots in the nation-wide district – 428, in the single-mandate district – 424.

PEC # 511327 (4 Olhiivska, City Hospital #4). The total number of voters – 37. Ballot papers received in the multi-mandate district – 108, in the single-mandate district – 105.

No exception was the ED #136. In the PEC # 511434 (26, Akademika Zabolotnogo St., Odesa Clinical Hospital) 489 are included into lists. The PEC has received 1008 ballot papers for voting in multi-mandate and single-mandate districts.

Reminder:

According to Article 80(8), the nationwide election district ballot papers and the single-mandate election district ballot papers shall be printed for each election precinct in an amount exceeding by 0.5 percent the number of voters included in the voter lists for the election precincts of each single-member district, with possible deviation from the aforementioned number resulting from the multiplicity of ballot papers being printed on a typing sheet.

Currently, the official OPORA observers are inspecting other special PECs for similar violations.

Civic monitoring conducted by OPORA - is a type of network activity, aimed at impartial assessment of the preparation and conduct of elections, as well as preventing electoral violations through comprehensive civic action. Starting from September 2014, Civil Network OPORA conducts a large-scale observation of special parliamentary elections in Ukraine. The organization will attract 213 long-term observers in every region of Ukraine to monitor the campaign from its official start to announcement of the final election results. On the Election Day on May 26, more than 2,000 activists will join them to conduct statistically-based parallel vote tabulation.
