On these Parliamentary elections, middle managers, pensioners, and even unemployed were standing as candidates in Kyiv oblast. The number of registered candidates-doubles was critical, and dissemination of product sets couldn't surprise anyone. Ukraine has never seen such amount of benches and playgrounds with dedicatory inscriptions for the entire period of its independence.

The bribery became so usual that the voters, so happy to receive one hundred hryvnia banknotes, simply forgot for whom they should vote.

Candidates have conducted a great number of concerts of Ukrainian and foreign famous musicians in Kyiv oblast. For example, in Kaharlyk, Bohuslav, and Myronivka cities, citizens could see a Russian pop-king Ihor Nikolaiev and a legendary "rescuer of the Earth" Jean-Claude Van Damme, who visited Kaharlyk city on his own birthday.

Nevertheless, the fairy play "The elections of people's deputies of Ukraine" has finished together with the election process. Whether voters will see their parliamentary representatives before the next elections or not, depends only upon the fairness and dignity of candidates; and only time will show whether Member of Parliament will perform their duties or not.

The only thing worth to be hoped for, is the rise in the level of conscious choice during the next "action film" under the name "The Elections"

Who did Kyiv citizens choose after all?

The Election District #96

According to the results declared by the CEC, in single-mandate election district #96, a candidate nominated by the Party of Regions Yaroslav Moskalenko has won a candidate nominated by the All-Ukrainian Union Fatherland Oleksandr Kandyba with a margin of 798 votes.

Yaroslav Moskalenko – was born in Kyiv oblast (Liutizh village, Vyshgorod rayon). He is the first deputy head of Kyiv Oblast State Administration. Mr. Mamoilenko was awarded the diploma of the Verkhovna Rada of Ukraine for Services to the Ukrainian People, the Order of Reverend Illia Muromets of the I degree, the order of Sainted reverend Nestor Litopysets of the ІІ degree, the order of Pochaiv icon of the Holy Virgin, and the Medal of the Ministry of Internal Affairs "Law and Honor". The National Union of Journalists named Yaroslav Moskalenko "the enemy of journalists" under the number four, which "frequently violates the rights of journalists".

In 2010-2011, when Yaroslav Moskalenko was holding the position of the Head of Vyshgorod rayon council, the National Union of Journalists had often drawn attention of the public and the government to unlawful activities of Mr. Moskalenko concerning the Vyshgorod rayon newspaper Slovo and Kyivska Pravda newspaper. Yaroslav Moskalenko strongly objected to the editorial policies of newspapers.

Yaroslav Moskalenko was a founder of a private enterprise Alfa Trade and Syntez LLC, which he headed till December 2007. He was elected as a Deputy of Vyshhorod District Council. Sometime later he became the Head of Vyshhorod District Council, and in 2010 – the First Deputy Head of Kyiv OSA.

Yaroslav Moskalenko is fond of football; he is an honored president of the Dinaz football club.

According to his declaration on the official site of the CEC, Yaroslav Moskalenko's year salary is 121,084.00 UAH (10,090.33 UAH a month). Mr. Moskalenko has also received 22 UAH of dividends in 2012.

Yaroslav Moskalenko owns two apartments of 163,10 square m and 59,20 square m, and a car 2011 Porsche Cayenne, costing 875 thousands UAH (according to the 2011 declaration). Yaroslav Moskalenko spends 23,319.00 UAH on the maintenance of this property.

Mr. Moskalenko's wife has a total income 258,542.00 UAH, including her year salary 58,542.00 UAH (4,878.50 UAH a month). In 2011, Inna Moskalenko has received 200 thousands UAH from the conduction of entrepreneurial and independent professional activity. The woman owns a land of 4 thousand square m., an apartment – 163,6 square m., a cottage of 416 square m., a car 2007 Lexus RX 330 (costing around 560 thousands UAH). Inna Moskalenko spends 36,600.00 UAH a year on the maintenance of this property.

During the election campaign, Yaroslav Moskalenko was presenting product sets (vodka, flour, condensed milk, sugar and candies) to the voters, installed gas supply to villages financed from the state budget, presented bicycles to medical attendants, constructed hospitals, bought ultrasound scan machines, so to say, on the cost of his salary. In the election district #96, rayon newspapers were sold with free leaflets from the Party of Regions. During the election campaign he has built three stadiums for the Dinaz football club, and one of them is on the third place among amatory European clubs. Mr. Moskalenko has conducted a family sports festival "My family", and has built a lot of sports grounds. Yaroslav Moskalenko's activities have reached even the alienation zone which, allegedly, also has the right to live.

Results

The results in the districts were determined quite fast in comparison to the other districts, and the victory of Yaroslav Moskalenko was easily predicted. The All-Ukrainian Union Fatherland has won the Party of Regions in the nationwide district with a considerable margin of 14%. However, the opposition failed to nominate at least one 'agreed candidate'. Dmytro Kreinin, which received only 13% of votes, didn't remove his candidacy in favor of Oleksandr Kandyba (which received 38.19% of votes). Thus, a candidate from the All-Ukrainian Union Fatherland Oleksandr Kandyba needed only 0.78% to win.

The Election District #97

Pavlo Riznenko is an absolute candidate in single-mandate election district #97. He received 31,678 votes (31.04%), his main competitor Mykola Semeniaka received 16,613 votes (16.27%), and a candidate form the Party of Regions – 14,318 votes (14.03%).

Pavlo Rizanenko was born in Kyiv oblast (Krasylivka village of Brovary rayon). He is unaffiliated, nominated by the Klychko's UDAR political party of, a Deputy of Brovary city council of IV convocation (nominated from the Strong Ukraine party), the Head of Prozore Suspilstvo NGO in Brovary city, the Head of Kyiv oblast branch of Civil Protection of Kyiv oblast NGO. Mr. Rizanenko has worked in Moscow since 1999. He was a Chairman of the investment banking department of the Renaissance Capital investment company, and a member of the board of directors in the company VSMPO-AVISMA Corporation OAO.

Russian mass media have published a number of articles about Mr. Rizanenko involved in corporate raiding. We have also found information about the connection between Pavlo Rizanenko and Valerii Khoroshkovskyi and a recorded broadcasting from Brovary city by the Inter TV Channel which is under control of the latter. Nevertheless, Mr. Riznenko denies these facts and the relation to Mr. Khoroshkovskyi.

Pavlo Rizanenko had also donated 100 thousands UAH to the Chesno Civic Movement in May. According to the Chesno Movement, this candidate is one of those who meet requirements of the organization.

According to the declaration of Mr. Riznenko, which is published on the official site of the CEC, his annual income in 2011 was 2,966,624.00 UAH. Pavlo Rizenko was unemployed and had no salary, but he received 2,864.00 UAH of dividends, and 2,965,200.00 UAH profit on disposal of real property, other sources of income – 7,560.00 UAH.

Mr. Rizanenko owns two land plots of 1,504 square m. and 2,500 square m., and an apartment of 57,4 square m.

He doesn't have any car. However, he has 2,857,191.00 UAH on his bank accounts and in financial institutions deposited in 2011. He also has 50,600.00 UAH in securities.

Pavlo Riznenko's wife has annual income of 388 UAH (dividends). She also owns two cars, 2005 Honda CR-V (costing around 320 thousands UAH) and 2006 Jaguar XK (costing around 1 million 120 thousands UAH), and three apartments of 210,5 square m., 68,3 square m., and 45,5 square m. 120 thousand UAH. Mrs. Rizanenko has 799,394.00 UAH on her bank accounts. The Rizanenkos spend 0 UAH on maintenance of all their property.

Pavlo Rizanenko has often conducted meetings with the voters, usually two-three a day. By the way, he began campaigning long before the official start of the campaign. Mr. Rizanenko was attacked by unknown people few times in 2012. Criminal proceedings for an act of hooliganism were initiated, but the attackers were not found. Mr. Rizanenko showed himself as an active public man. He conducted a number of press-conferences with different NGOs before he was officially approved by the UDAR party on its party congress. On 23 July, as the Head of the Civil Protection of Kyiv NGO, he participated in a press-conference with Yevhen Zolotariov, a coordinator of the Chesno Movement.

Before the official start of the campaign, the Civil Protection of Kyiv NGO was trying to put Brovary city on the same footing as Mukachevo city in 2004.

Although Serhii Fedorenko, a potential competitor of Pavlo Riznenko, has a strong support of the party in power and a Prime Minister of Ukraine Mykola Azarov came to Brovary city in order to support him, supporters of Mr. Rizanenko were organizing small provocations.

Taking into consideration the fact that despite all city squares in Kyiv region were under the control, Pavlo Riznenko and his civic activists were allowed to conduct "The Buckwheat fest" in Brovary city, it is obvious that all these prohibitions were only demonstrative. The prohibition on Vitalii Kitchko's visit to Brovary caused an uproar in the press, and the headquarters informed that these activities were supposed to take place in park, but not in the field.

Active talks about the removal of Pavlo Rizanenko have raised his ratings.

Results

Members of PECs, which came to the DEC after 2:00 am on October 29, were kept outside the premises because of limited space of the DEC, and people were waiting in the crowd with packages full of ballot papers till the morning. Some packages became wet because of the weather conditions. As a result, some packages were damaged and members of the DEC had doubts about the integrity of ballots and, therefore, legitimacy of voting results. Many polling stations decided to recount ballots in premises of the DEC. A lot of polling stations were asked to ascertain the protocols because of technical mistakes, which didn't influence the voting results.

The PECs have finished submitting their protocols on October 30, after 15:00.

The DEC has accepted protocols on November 6, at 9:30 am. In the district #97 the CEC has accepted protocols without returning them for ascertaining.
