In the electoral district No.66, where observers reported the highest number of violations, a pro-government candidate Vitalii Zhuravskyi is winning.

According to the OPORA observer in the SED No.66, the opponent of Vitalii Zhuravskyi in the FPTP district, representative of the United Opposition Yevhen Dobriak intended to appeal against the results in court. The gap between Zhuravskyi and the opposition candidate Yevhen Dobriak as well as “people's” Mykola Rudchenko is around three per cent. However, as of today, the opposition candidate hasn't confirmed his intentions. The press service of another candidate, Mykola Rudchenko, also expresses doubts about the legitimacy of the voting results announced in the FPTP SED No.66 . However, they also see no prospect of appeal against the results in court referring to the lack of real mechanisms of influence. Meanwhile, according to the headquarters of the United Opposition in Zhytomyr, more than 150 of their representative are participating in the demonstration in front of the CEC today.

The OPORA observer in SED No.66 took formal two notes of violation of the Law of Ukraine On Election of People's Deputies of Ukraine for the actions of Heads of PEC No.180443 and PEC No.181161, and the notes were supported by two complaints to the DEC No.66.  According to the observer, both claims refer to the fact that Heads of the said PECs had taken seals with them and rewritten protocols on the premises of the DEC. However, the DEC denied the complaints referring to the fact that they weren't prepared properly. They verbally explained that copies of acts and complaints for the appealers needed to be attached. So the complaints were dismissed. It is interesting that on 29 October, when the CEC had processed part of the protocols submitted by DEC No.66, Head of the commission Halyna Moroz sent some of the Heads of PECs to rest. She told them that she would sign those protocols they should have signed herself. The next day, Head of the PEC No.180308 who approached DEC No.66 to sign his protocol himself was refused.

According to the Head, the district received 172,920 ballots, and the voters — 102,353 ballots, “99,542 voters participated in voting in the single-member FPP election district,” states Halyna Moroz.

According to the CEC as of 6 November 2012, 171,197 ballots were received, and 97,068 voters participated in voting in the single-member FPP election district.
