In Kherson Oblast Civil Servants Scare Pensioners with Pension Reduction Because of Groceries
Pensioners residing in Komsomolskyi Raion of the city of Kherson and Bilozerskyi Raion of Kherson Oblast informed the activists of the Civil Network OPORA that on 26 October, they received a document resembling a letter of Head of Department for Pension Fund in Kherson Oblast, deputy of Kherson City Council of the Party of Regions — Z. Lazarieva. The document bears neither the Department's seal nor the signature of Ms Lazarieva, and is an example of smear.
For greater resemblance, the letter is printed on the headed paper of the Department using the small state coat of arms, which is clearly interpreted as forgery in the Criminal Procedure Code.
In the „letter from the department“, residents of the district are informed that those pensioners whose registration cards are in the database of the recipients of grocery sets from the candidate for People's Deputy of Ukraine of the UDAR Party, deputy of Kherson City Council — Andrii Putilov — and his NGO Vidrodzhennia Khersonu (Revival of Kherson), would get automatic correction of pension towards its reduction for 263.45 hryvnias per month until March 2013 (picture). Andrii Putilov is supposedly the one to blame as he didn't pay taxes on the financial aid provided.

Civic monitoring conducted by OPORA - is a type of network activity, aimed at impartial assessment of the preparation and conduct of elections, as well as preventing violations through comprehensive civic action. Professional monitoring at all stages of the election process indirectly influences the quality of the campaign. The public opinion, both foreign and domestic is formed through gathering and spreading of information among the target audience.

In 2012, during Parliamentary elections in Ukraine OPORA is carrying out a large-scale campaign of long- and short term observation, organizing a statistical vote-count by the results of voting with the proportional component of the electoral system on a basis of representative selection, will provide 100% coverage of polling stations by observers in separate single-mandate majoritarian districts. OPORA observers will work in all 225 electoral districts, and 3,500 activists will join them on the voting day. Organization will use the latest means of spreading information on observation results, including infographics and interactive maps.
