Luhansk oblast: police opens criminal proceedings on the fact of possible bribery of voters with grocery packages

On 30 August 2020 meeting of the Central Election Commission, it has adopted Resolution #208 on the Start of Local Election Elections scheduled for 25 October 2020. The introductory part of the Resolution says the CEC takes into consideration CEC's Resolution #161 of 8 August 2020 on the Impossibility to Hold the First Election of the Certain Village, Settlement, City Councils of Donetsk and Luhansk Oblasts and the Corresponding Village, Settlement, and City Heads on 25 October 2020.

In the evening, on August, 28, the National Police blocked a truck with the humanitarian aid intended for citizens from the charitable foundation of the people’s deputy from the “Nash Kray” party, Serhiy Shakhov.

  According to the OPORA's observation results of 17 July 2016 parliamentary by-elections in Ukraine, there were significant issues with proper organization and conduct of elections in seven single-member districts.

On 29 October, 5 members of the DEC #114 were substituted, including the Commission Head Oleksii Pidhornyi.

On 28 October, 5 members of the DEC #106 (centered in the city of Sievierodonetsk), including the Head Yurii Mariin, have resigned because they were threatened. Thus, the Deputy Head of the DEC #106 Volodymyr Blintsov will the the Acting Head.

 In the ED #112 in the city of Rubizhne in Luhansk oblast, unidentified individuals posted fly-sheets saying: in case pensioners participate in the voting they will be deprived of LPR pensions

On 20 October, the Severodonetsk City Department of MIA received a number of reports from members of the DEC #106 (centered in city of Severodonetsk), and DEC #112 (centered in city of Rubizhne) concerning life threats from unknown people.

On 18 October, the Lysychanks City Department of Militia received a report from the Head of DEC concerning disappearance of a seal of precinct election commission #440944, located in Lysychansk Professional Lyceum. The fact was registered in the Lysychanks City Department of MIA. We conduct further verification.

In Novoaidarskyi raion (Luhansk oblast), at 3:20pm, armed people have seized the polling station #440266 (TED #115).
