During the second IET session for Ukrainian language and literature (June 2-3), the OPORA observers found out multiple cases when the graduates couldn’t participate in EIT because of absence of the certificates. We remind that the certificate, passport or birth certificate and the permit are required documents for each participant of EIT. Sometimes the graduates forgot them at home and weren’t permitted to pass into the testing premises. The observers registered 40 oral statements in 4 regions that the graduates didn’t get the certificates from UCEQE hence had nothing to take to the test.
OPORA tried to clarify the circumstances. This year the certificates were sent through the Ukrposhta departments by recommended letters. In the previous years the certificates were sent to the regional CEQE’s and the participants had to take them by themselves. The potential graduates in 2011 wrote the applications about the participation in EIT and pointed the contacts and phone number. After the delivery of the certificates Ukrposhta returned to UCEQE 2639 letters with wrong addresses of the graduates. UCEQE and regional CEQE’s managed to find out the real addresses of 2085 of them. The information of 556 graduates is still unknown. The majority of the lost certificates were in the regions under Dnipropetrovsk regional center – 143, the second place is for Odesa – 114, the third is Simferopol with 68.
OPORA addressed UCEQE with the question if there were certificates undelivered for other reasons. As it turned out, 1 certificate in Sevastopol, 3 – in Donetsk, 5 in Luhansk regions incidentally remained on the Ukrposhta, we hope that this will cause internal investigation.
But it is strange that the graduates who didn’t receive documents didn’t make any efforts to clarify the situation during 3 months and simply came to the testing without the certificates.
OPORA asks the graduates that lost or didn’t get certificates to appeal to UCEQE in the written form about the duplicates. So it is possible to use the constitutional right for equal access to the education and participate in additional EIT session – from June, 27 to July, 5, 2011.
