May 21, Kremenchuk (Poltava region). The round table "Features of university admission in 2010" was held in the large conference hall of hotel "Kremin". The event was organized by the All-Ukrainian public organization “Civil Network OPORA” with the support of the International Fund" Renaissance " within the information campaign" Transparent admission to higher education -2010 ". 

Participants discussed the main features of this year's external evaluation procedures and admission to higher education institutions. 
The discussion was held among the representatives of middle school, high schools, parent councils, MPs of Kremenchuk city council, alumni of 2008, 2009 and 2010, as well as representatives of Dnipropetrovsk Regional Center for Educational Quality Evaluation. 

As the head of Kremenchug City Department of Education Gennady Moskalyk mentioned, due to EIT children from ordinary families, children of workers who were unable to study for money, now have the opportunity to join central Kiev universities on budget form, showing a high knowledge. But in his view, universities still have to have an impact on the process of receiving and screening applicants, as in the admission, for example, to the medical profession, the entrant must have special knowledge, not just pass a test of the Ukrainian language. Innovations on the average score of school certificate, according to Gennady Fedorovych, are positive, because the practice of the previous year showed that pupils, after choosing subjects for EIT, paid attention only to these subjects, and after increasing of the role of the school certificate, there is motivation for students to study at the appropriate level all curriculum subjects. Therefore, it is complex: higher education, school, independent external evaluation that may be the only criterion for entry and this will be more objective. 

The important comment was from director of the Kremenchuk Lyceum № 30 Olha Shyyan, that secondary schools today because of the logistics are not prepared to take such events as process-scale delivery of EIT. Therefore it is important in this process to involve universities. "But we, of course, with all possible means will support this process, because we understand that the state currently is not ready to build special centers for the testing and create all the appropriate conditions for the proper provision of that process", - says Olga Mykolaivna. Supporting the words of Gennady FedorovychOlga Shiyan noted the importance and effectiveness of the introduction of the average score certificate, because analyzing the situation this year, all students were enthusiastic to learn, when found out about this innovation. If in past years in April have all considered themselves students, this year they understand the importance of study. 

The opposite view on the average score of certificate adhered the representative of Kremenchug State University, Kremenchug city council deputy Oleksandr Urin, who noted that this change brings an element of unfair and violates the principle of equal access to higher education, the principle according to which every citizen of Ukraine has the right to enter the university solely on the basis of own knowledge. An important drawback of EIT-2010 according to Oleksandr Veniaminovych is the right of entrants to submit a certificateof EIT issued in 2008 or in 2009 or in 2010. For each year the results of EIT for particular applicant are determined by the rating scale - the result of the entrant is determined by results against the background of other entrants. Thus, graduates who passed the EIT in different years are placed in unequal conditions. 

According to the coordinator of the project "Fair admissions 2010" in Poltava region Kateryna Doletska, in the region there will be control over the process of testing and the date for admissions at all stages that will help correct errors in Admission terms  that narrow the possibility of a talented applicant. 

The purpose of the information campaign "Fair admissions 2010", carried out by CN OPORA for the support of the educational program of the International Fund "Renaissance" is to inform and activate primarily students and their parents in order to protect the constitutional right to equal access to higher education.
