OPORA and the Committee of Voters of Ukraine welcome the decision of the new Education Minister Dmitry Tabachnyk (expressed on air of the"5 channel" in the talk show, "I think so") about the intention of further improving the system of external testing (EIT) and entry to higher education institutions as a result of EIT. Consistent state policy in this area leads to a reduction of social tension in society and creates confidence in public institutions.
In the statement of Mr. Tabachnyk there was a modified model of admissions in which the EIT does not play an exceptional role - the final ranking of entrant is formed by the sum of points in EIT certificate, school transcript and the results of testing in high schools for profile entrance examinations. The logic of the proposed model of entry is clear, since the current version of EIT somehow doesn’t encourages students to master in subjects that are not required for enter. Thus, the system of independent external evaluation is in need of continuous improvement. On the other hand, the model proposed by Minister of Education the partially returns corruption to the high and middle school.
Since the first nationwide introduction of external evaluation in 2008, the Committee of Voters of Ukraine and OPORA held public observation. Monitoring results can confidently say that the EIT system provides high-level constitutional right of citizens to equal access to higher education. With the implementation of the model of entry proposed by minister of education, admissions go out the control of the public, for all stages of the admissions process (independent testing and exams in high school, grades in school certificates) cannot be traced.
Therefore, we insist on the necessity of the law for determining the exclusive status of EIT in the admissions process and procedures for public observation of its transparency. This confirms the irreversibility of anti-corruption reforms and strengthen voter’s confidence in the sincere intentions of the new government's next move in the direction of civilization through education reform in Ukraine.
