At least 10,000 Mariupol civilians are in filtration prisons of various levels. Now, in the temporarily occupied territories, all people are obliged to undergo this filtering. But at present, this repressive practice appears as background and has not been finally condemned at the international community level. The budget administrative resource, which consists in using budget funds and means in favor of individual parties and candidates, is one of the most dangerous breaches of the electoral process standards. In our research we came across Resolution of the Cabinet of Ministers # 395 on providing subvention in 2016 from the state budget for social and economic development of some territories, which we analyzed. Besides, we found out what MP’s actually do to solicit this money.
