Over six months of the Verkhovna Rada of IX convocation, it has got 1,274 registered bills, and adopted 12.4% of them. Bills registered by the President of Ukraine have the highest level of support. Civil Network OPORA has been monitoring the distribution of subventions on social and economic development, allocated from the state budget for a few years in a row. We also wrote about MPs striving to get re-elected into the Parliament using budget funds. In this article we have analyzed how subventions from oblast budgets and the budget of Kyiv are distributed between local councillors to finance the realization of voter requests.

The Election Code suggests to use an open-list proportional representation system for organization of parliamentary elections in Ukraine. Voters will be able to vote for a party and, additionally, for a certain candidate in regional list of this party. Only parties that overcome the 5% national threshold will be eligible to participate in the distribution of parliamentary seats.
