During the roundtable on topic “We want to know for what we pay: communal tariffs!”, held 27 March 2012, the Civil Network OPORA presented results of research on communal tariffs within a project “We want to know for what we pay!”, assisted by Renaissance international foundation by a competition “Realization the right for access to the public information”. Considering new opportunities provided by the Law of Ukraine “On Access to Public Information” and amendment to the Law "On Information”, the Civil Network OPORA sent a series of information requests concerning tariffs on services of centralized water supply and drainage, heating and hot water supply in Kyiv, Luhansk, Vinnytsia, Rivne, Dnipropetrovsk and Chernivtsi.
A leader of the project “We want to know for what we pay!” of the Civil Network OPORA Neonila Nakonechna emphasized,
that Kyiv is "the closest” of 6 cities when talking about providing information on tariffs. In particular, the capital doesn’t have a decision of local government determining performers of central heating and hot water supply services, and there is also no hot water producer.
“Although most of regions gave us an answer, the structure of tariffs is still unclear, same as a difference in tariffs concerning compensations from state or local budgets. The issue of enterprises’ debts, what are they covered with, and investment component are also unclear. The question arises: what is the role of the National Commission of communal services market regulation in Ukraine in formation and regulation of Tariffs?” - this very rhetorical question has put Neonila Nakonachna in the end of her speech. Moreover, OPORA still hasn’t received no oral or written response from PJSC "Kyivenergo" to our request.
“The countries of west Europe haven’t seen protests concerning tariffs, and in Ukraine this issue causes tension in the society and constantly becomes political instead of economical,” – stated the leader of housing programs of the Civil Network OPORA Tetiana Boiko.
Concerning the access to information on water tariff structure, the advisor to chairman of the information policy OJSC "AK" Kyivvodocanal " Viktoriia Yakovlieva stated, that all necessary information the consumer may find on the site of enterprise.
Svitlana Startseva, the Head of the Department of tariff policy and economics in the Ministry of regional development, emphasized on the roundtable that mechanisms of tariff application should be stimulating, what will assist the optimal coverage of expenses on building maintenance and communal services payments.
