Number of violations detected by OPORA's observers during the last four hours of the voting process (from 4:00 PM to 8:00 PM) remains stably low. Thus, they are not going to have a decisive effect on election outcomes, as well as do not give any reasons to question election results on this stage of election process.

Attempts to issue ballot papers without passport verification occurred at 4.1% polling stations in Ukraine (as of 12:00 PM and 4:00 PM, there were 7.2% and 4.6% incidents respectively). Besides that, the number of such violations in Odesa, Dnipropetrovsk and Kharkiv has decreased to less than 1% of polling stations as of 8:00 PM. To compare, at 4:00 PM such violations were detected at 7.2% of precincts in Dnipropetrovsk, 6.2% in Odesa, and 3.2% in Kharkiv

Violation of the voting secrecy was reported at 2.4% as of 8:00 PM, while at 12:00 PM this percentage was 2.6%. However, in Odesa and Dnipropetrovsk, such violations occurred more often – at 4.7% and 4.1% of polling stations respectively. In Kharkiv, violation of the voting secrecy was detected at 1.7% polling stations.

The number of incidents when voters took pictures of their ballots has slightly increased in the last hours of the voting day from 0.4% (as of 4:00 PM) to 1.1% (8:00 PM) in Ukraine. In Odesa and Dnipropetrovsk, such violations were noticed at 6.1% and 5.6% respectively, while in Kharkiv – only at 0.8% of polling stations.

OPORA's observers have noticed that voter were waiting in queues after the end of election day at 1.7% polling stations in Ukraine. Thus, in Odesa and Dnipropetrovsk, the queues were noticed at 3% and 2.6% respectively, while in Kharkiv – only at 2.2% of polling stations.

Besides that, observers also reported some incidents when the voters were deprived of the opportunity to cast vote. The rest of violations reported by observers as of 8:00 PM were solitary and cannot have considerable influence on election results.
