As of 12:00 PM, observers of the Civil Network OPORA reported some procedural violations that cannot be characterized as planned or systematic.
Attempts to issue ballot papers without passport verification is the most widespread violation, reported at 14.3% of polling stations. As for cities of Odesa, Dnipropetrovsk, and Kharkiv, this percentage is much lower – 1.4%, 0.5% and 0.8% respectively. We would like to remind that according to the Law on Local Elections, a citizen can vote only after verification of a passport of Ukrainian citizen.
Violation of the voting secrecy was detected at 4.3% polling stations, what is a criminal offense. Percentage of such violations detected by observers at polling stations of Odesa and Dnipropetrovsk is 8.9% and 7.9% respectively. In Kharkiv, violation of the voting secrecy was detected at 4.5% polling stations.
Ballot box stuffing was detected at 0.6% election precincts in Ukraine; Odesa – 1.6%, Dnipropetrovsk and Kharkiv – 0.2%.
Observers detected voters taking pictures at 0.4% election precincts in Ukraine; Odesa – 4.5%, Dnipropetrovsk – 3.5% and Kharkiv – 1%.
