OPORA has analyzed rotations in territorial election commissions (TEC) created by the Central Election Commission. As of 30 September, 932 TEC members were substituted, including 116 heads, 55 deputy heads, 24 secretaries and 737 members. The highest number of substitutions were made in Kyiv oblast (89), Donetsk oblast (71), Cherkasy oblast (64)m and Zaporizhzhia oblast (61).
As for parties, All-Ukrainian Union Batkivshchyna, People's Front, and Petro Poroshenko Block 'Solidarity' have made the highest number of substitutions – 145, 140, and 136 respectively.
