Announcement

On 29 April 2015, from 10:00 AM to 2:00 PM a public discussion "Election Safety and Probability of Holding Elections in Donetsk and Luhansk oblasts" will be held in Kyiv (55 Volodymyrska St., National Academy of Sciences, Sectional Hall, 3th floor). The event is organized by a group of non-governmental organizations comprising Civil Network OPORA, Ukrainian Center for Independent Political Research, Internews-Ukraine, Election Law Institute, Regional Press Developmnet Institue supported by IFES and USAID. MPs of Ukraine, government officials, representatives of authorities in Donetsk and Luhansk oblasts, leading election law experts, representatives of political parties and non-governmental organizations will discuss the probability of holding local elections on Donbas territories close to the front line zone, renewal of information space in Ukraine and new approaches.

The public discussion is organized to develop recommendations for Ukrainian Parliament, MPs of Ukraine, other legal subjects of legislative initiative, and the CEC concerning the reform of the law on local elections and organization of the corresponding election process with consideration of safety, socio-political and informational situation in Donetsk and Luhansk oblasts. The event will consist of three main discussion blocks:

1) Local elections in Donetsk and Luhansk oblasts: probability of election standards being observed on territories close to the front line zone, and overall assessment of challenges;

2) Renewal of Ukrainian information space as a precondition of holding elections in Donetsk and Luhansk oblasts;

3) Election safety in Ukraine: changes and innovations in election procedures, coordination of government bodies' efforts, trainings for law-enforcement officers.

MPs of Ukraine, officials of executive bodies and local self-government bodies in Donetsk and Luhansk oblasts, representatives of the CEC, central authorities, and experts on election safety were invited to participate in the event.
