On 26 February 2015 from 10:00 AM to 02:00 PM, a public discussion "Parliamentary elections under proportional open-list system. Influencing the democracy in Ukraine" will be held by a group of non-governmental organizations including OPORA, Ukrainian Center for Independent Political Research, Ukrainian Center for Independent Political Research, and Internews-Ukraine, supported by the International Foundation for Electoral Systems. The event will be held in the Hotel Kyiv (Crystal Hall, 26/1 Hrushevskoho St., 2 floor, Kyiv city). MPs of Ukraine, leading election law experts, representatives of political parties and NGOs will analyze foreign experience and develop mechanisms to introduce an optimum election system and the corresponding law amendments in Ukraine.

According to the Coalition Agreement, the proportional open-list system for parliamentary elections shall be introduced yet in the I quarter of 2015. However, there were no estimations made of how these changes are going to influence the political life in Ukraine. There are still questions remaining: How elections held under the proportional open-list system will differ from the previous elections? How the composition and efficiency of the Parliament will change? Which opportunities will parties gain and which risks will they face? Besides that, there are different models of open-list proportional system. Which model would be an optimum one for Ukraine?

Members of Ukrainian Parliament, members of the Central Election Commission, employees of the Administration of the President of Ukraine and the Government, experts, and activists from civic organizations were invited to participate in the discussion of this important political reform.
