As of 3:00 PM on 30 October 2014, 9 of 198 district election commissions haven't finished inclusion of vote count protocol data into the Vybory information analytical system: SMD #16 (Vinnytsia obl.), SMD #49, 59 (Donetsk obl.), SMD #66 (Zhytomyr obl.), SMD #96 (Kyiv obl.), SMD #137, 140 (Odesa obl.), SMD #182 (Kherson obl.), SMD #199 (Cherkasy obl.).
At the same time, at 15:00 PM on 30 October, OPORA's observers reported that there were significant problems and conflicts during the vote tabulation in 6 single-mandate districts.
District Election Commission #49 (city of Konstiantynivka, Donetsk obl.) has processed the small percentage of protocols in comparison with other districts. Most of PEC protocols are being corrected, and the district election commission ordered to re-count votes at more than 10 polling stations. Besides that, the newly-appointed Head of the DEC #49 has resigned today, on 30 October. According to the preliminary data, self-nominated candidates Denys Omelianovych and Valerii Panasovskyi received the biggest number of votes.
Due to the conflicts between DEC members and candidates, and the fact that almost 50% of PEC protocols were corrected, the determination of voting results was delayed in district #59 (the town of Velyka Novosilka, Donetsk obl.). According to the preliminary data, self-nominated candidates Serhii Sazhko and Valentyn Manko received the biggest number of votes.
Determination of election results in single-mandate election district in ED #132 (Mykolaiv oblast) was accompanied by acute conflicts between candidates, mass-scale rotations in DEC memberships and reports on violation of electoral legislation. In particular, the CEC has substituted all officials of the DEC (the Head, Deputy Head, and Secretary) yesterday, on 29 October. The DEC is functioning stably now, and 100% of PEC protocols are included in the Vybory information analytical system. However, the small margin of votes (272 votes) between the candidate of the Petro Poroshenko Block Arcadii Kornatskyi and the self-nominated candidate Vasyl Kapatsyna caused the confrontation between them.
The situation with determination of voting results in district #182 (Kherson obl.) is similar to the SMD #132 in Mykolaiv oblast. Acute confrontations between representatives of main candidates (Oleksandr Spivakovskyi, nominated by the Petro Poroshenko Block, and Yurii Odarchenko, from the AUU Batkivshchyna), have affected activities of the District Election Commission. The margin between two leading candidates, according to the preliminary results, is something above 100 votes. Besides that, candidate Odarchenko demands to declare the results of voting at two special polling stations invalid (#000001, located in the Kherson pretrial detention center, and #650782, penal colony).
On 29 October, the DEC #216 (Kyiv city) declared voting results of 5 polling stations invalid after consideration of complaint, submitted by the People's Front party. However, it has canceled this decision on the very next day. Self-nominated candidate Oleksandr Suprunenko and the candidate from the People's Front Kseniia Liapina are leading with the margin in 673 votes.
The vote count process is slow in the SMD #66 (Zhytomyr obl.) due to the lack of organization in the DEC, and complaints on violations of electoral legislation. Late in the night on 30 October, unknown persons threw a Molotov cocktail into the DEC #66, where boxes with electoral documents were kept. Fortunately, ballots were not damaged, but law enforcement bodies conduct an investigation.
