OPORA's observers reported that a lot of persons who neither are electoral subjects, nor belong to the category of individuals who can attend on commission meetings, are present during determination of voting results.

According to the observers, four of these persons are representatives of the PIK online media, two are majoritarian candidates nominated in another district, another two introduced themselves as the audience, and one mysterious person says he's a friend of candidate Spivakovskyi, and is present to secure the safety. The other persons refused to introduce themselves.

Presence of such "audience" is a direct violation of the Article 34 of the Law of Ukraine on the Elections of Deputies.

We remind that this DEC faces the certain difficulties in determination of election results. Two candidates Yurii Odarchenko (nominated by the AUU Batkivshchyna) Oleksandr Spivakovskyi (nominate by the Petro Poroshenko Block) are winning with a little margin. Nevertheless, the meeting continues, and 85.26% of protocols have been processed. Oleksandr Spivakovskyi is leading with 21.45%, Yurii Odarchenko is on the second place with 21.01%.

Civic monitoring conducted by OPORA - is a type of network activity, aimed at impartial assessment of the preparation and conduct of elections, as well as preventing electoral violations through comprehensive civic action.
Starting from September 2014, Civil Network OPORA conducts a large-scale observation of special parliamentary elections in Ukraine. The organization will attract 213 long-term observers in every region of Ukraine to monitor the campaign from its official start to announcement of the final election results. On the Election Day on May 26, more than 2,000 activists will join them to conduct statistically-based parallel vote tabulation.
