Election commission #136 allows members of PEC to make changes in protocols without returning to PEC premises. Official observer of the OPORA reported.

Thus, OPORA's observer managed to take a video of a secretary of DEC #136 Viacheslav Franchuk (nominated by the Liberal Party of Ukraine) suggesting that a member of precinct election commission #511383 stamped an updated protocol without returning to the PEC.

Besides that, the observer took a video of members of PEC #511385 updating the protocol right in premises of the DEC. They were not even trying to conceal their actions.

We remind that according to the Article 94(8) of the Law of Ukraine on Elections of People's Deputies of Ukraine: "The precinct election commission shall, within the time framework determined by the district election commission, consider the issue of introducing changes to the respective protocol without re-counting the ballot papers. The protocol (protocols) marked “Corrected” shall be transported to the district election commission in accordance with the procedure prescribed by Article 93 of this Law. The time of the receipt by the district election commission of the precinct election commission’s protocol (protocols) marked “Corrected” and the data entered in such protocol(s) shall be recorded in the minutes of the meeting of the district election commission."
