Such decision was taken by the Deputy Mayor of Sumy, Viktor Volontyrets. He ordered the local town planning department to control the cleaning of city from political advertising, and send letters to headquarters of presidential and mayoral candidates demanding to remove advertising.

Yet on 23 May, the communal services reported that they have removed the political advertising in special places, and the other places should be cleaned by the headquarters. However, OPORA's observers have reported on 24 May that political advertising was still there in oblast center.

On 27 May, some campaigning leaflets and posters are still hanging on fences and poles.

Civic monitoring conducted by OPORA - is a type of network activity, aimed at impartial assessment of the preparation and conduct of elections, as well as preventing electoral violations through comprehensive civic action.

Since March, OPORA conducts a wide observation campaign during snap Presidential election, interim Parliamentary elections (district #83), and special local elections. The organization cooperates with 175 long-term observers, who are watching the course of election campaign in all Ukrainian regions. On the Election Day on May 25, 3,000 activists will join them to conduct the parallel vote tabulation, based on statistical sample.
