Numerous issuance of ballots without passports is recorded in Vinnytsia oblast
Thus, at precinct election commission #50866, which is situated in the village Liulyntsi, Orativ rayon (electoral district #15), the members of PEC stated to issue ballots without checking the passports. After the remark of the observer from OPORA they stopped doing so.
At the PEC #50501, in Lozivka village, Koziatyn rayon (electoral district #13) the observer from OPORA documented the issuance of ballot after the voter presented a copy of his passport. After he made a remark, the commission members unanimously voted for the issuance of ballot on the ground of the copy of passport and issued the ballot violating the law.
Also, at the PEC #51245 in Lozna village, Khmilnyk rayon (electoral district #13) the ballots are issued without passports.
The commission members do not react to the remarks of the observer from OPORA and say that "they know these people personally and can issue them the ballots without passports."
We remind that according to the Article 76 Part 1 and Article 2 Part 2 of the Law of Ukraine on Election of the President of Ukraine the voter is given the opportunity to vote only in case he presents one of the documents that verifies his identity and citizenship of Ukraine (passport of the citizen of Ukraine, temporary certificate of citizen of Ukraine (for people who were recently granted Ukrainian citizenship), military ID for military servicemen).

Civic monitoring conducted by OPORA - is a type of network activity, aimed at impartial assessment of the preparation and conduct of elections, as well as preventing electoral violations through comprehensive civic action. Since March, OPORA conducts a wide observation campaign during snap Presidential election, interim Parliamentary elections (district #83), and special local elections. The organization cooperates with 175 long-term observers, who are watching the course of election campaign in all Ukrainian regions. On the Election Day on May 25, 3,000 activists will join them to conduct the parallel vote tabulation, based on statistical sample.
