If you will be far from your voting address (residential registration) on the voting day, but want to use your voting right during snap election of the President of Ukraine scheduled for 25 May 2014, you are welcome to follow OPORA's advice. According to the Article 7(3) of the Law of Ukraine on the State Register of Voters, citizens of Ukraine have the right to temporarily (for the election day) change the voting place (polling station) without changing the voting address.

Therefore, you will be able to participate in the voting process, no matter where you are – traveling, working, studying, or abroad. To use this right, you should:

1) Have a document proving the necessity to change the voting place.

The following documents may be used as a justification for your appeal: business trip permit, current enrollment verification certificate, rental agreement, a document certifying ownership of housing, travel documents, ticket to a health resort etc.

2) Apply personally to the corresponding state bodies (see below) not later than five days before the voting day (till 19 May 2014 inclusive), with the following documents: A) an application explaining the reason for temporary change of voting place, and B) documents (original and copies) proving such necessity.

ADVISE: take this printed application with you, and fill it in the State Register of Voters, employees will help you with details and number of polling station.

IMPORTANT! Citizens registered in the Autonomous Republic of Crimea and Sevastopol, DON'T NEED to submit documents that confirm the necessity to change the voting place together with their application.

3) Take the passport or temporary certificate of a citizen of Ukraine (if the citizenship is lately acquired) with you when submitting the application on Ukrainian territory.

If you submit the application abroad, you should show your Ukrainian passport for travel abroad, diplomatic or service passport.

4) Your application will be considered immediately. After the authorized body approves it (it may take some time, maybe some days), you should come and get your permit to vote in another place than your voting address (residential registration).

To know the exact time when your permit is going to be ready, ask employees when submitting the application, or call the state body, where you appealed.

P.S. The permit to temporary change of voting place can be used only once. If you want to change the voting place for the second round of Presidential elections (second voting), you'll have to follow the steps 1-4 one more time. The deadline for submitting such applications for the second round is June 9. The temporary change of voting place during local elections is not provided by the legislation.

EXAMPLE #1 You are in Ukraine, but want to vote at a polling place other than where you are registered

You should submit an application: to the State Voter Register maintenance body which covers the polling station, which you've indicated in your application (where you want to vote), or those at your voting address.

You should submit an application: to the State Voter Register maintenance body at your voting address in Ukraine, or to the State Voter Register maintenance body in the Ministry of Foreign Affairs of Ukraine in Kyiv.

EXAMPLE #3 You are abroad, but you want to vote in Ukraine

You should submit an application: to the State Voter Register maintenance body covering the address of stay, which you've indicated in the application; or to those covering polling station in Ukraine, which you've chosen to vote; or to the State Voter Register maintenance body in Ukraine's diplomatic mission abroad, in the country of stay.
