Information on the voting process as of 4 pm

The main violations revealed by OPORA’s observers during the peak of voting process (12 am till 4 pm) mostly deal with disclosure of secret ballot results.  Such cases were observed at 10% of polling stations in the districts #94 and 223, at 4% - in the district #194 and at 1% - in the district #197.

Presence of unauthorized people in the voting halls was another violation common for many polling stations. Most cases were observed in the district #94 – 18%. In the rest of election district the percentage equals 5% (#194, 197 and 223).

Some voters also tried to take pictures of their ballot papers, which is considered to be a breach of procedure. Observers revealed such cases at 4% of polling stations in the districts #223 and 94, and 1% - in the district #194.

Transportation of voters from their homes to polling stations was found in the districts #94 (at 9% of polling stations) and 223 (at 1% at polling stations). Observers at the stations in the district #94 report about a number of attempts to take ballot papers out from the polling stations. 5% of such cases are revealed there in particular at PECs #321275 and 321278.

Observers deployed in the district #94 revealed cases when the ballot boxes got broken – at 3% of polling stations. Providing voters with presents and money was also observed in the district #94 (3% of polling stations) and in the district #223 – at 2% of stations.

At some polling stations OPORA also revealed cases when voters received ballot papers without presenting their passports – at 3% of polling stations in the district #94 and at 2% of stations in the district #197.
