Today, Verkhovna Rada is to consider a draft Resolution of the Verkhovna Rada of Ukraine on Responsibility of the Cabinet of Ministers of Ukraine, introduced by MPs of Ukraine A. Yatseniuk, V. Klychko, O. Tiahnybok, and other 163 Members of Parliament of Ukraine. This draft provides adoption of the Resolution of no confidence in the Cabinet of Ministers of Ukraine. On December 2, 2013 the Committee of the Verkhovna Rada on State Building and Local Self-Government has considered the draft Resolution of the Verkhovna Rada of Ukraine on Responsibility of the Cabinet of Ministers of Ukraine, and recommended to fully adopt it as a basis.

According to the Article 232(5) of the Law of Ukraine on the Cabinet of Ministers of Ukraine, the Resolution of no confidence in the Cabinet of Ministers of Ukraine shall be considered to be adopted if the constitutional majority of the Verkhovna Rada votes for its adoption. In other words, the Draft Resolution, introduced by A. Yatseniuk, V. Klychko, O. Tiahnybok, has to be supported by at least 226 MPs of Ukraine.

Simultaneously, according to the Article 232(6) of the Law on the Cabinet of Ministers of Ukraine, the question of the responsibility of the Cabinet of Ministers of Ukraine cannot be considered more than once during the session, and during a year after the Action Plan of the Cabinet of Ministers of Ukraine is approved. Taking into consideration that the third session of the Verkhovna Rada shall be closed on January 17th, 2014 today's consideration of the Draft Resolution on Responsibility of the Cabinet of Ministers of Ukraine is especially important. If the draft Resolution will not be supported by the necessary number of MPs, the Verkhovna Rada of Ukraine will be able to raise this issue once again only during the next session of the Parliament. Instead, in case the Resolution of no confidence is adopted, the Prime Minister of Ukraine is obliged to submit a letter of resignation to the Cabinet of Ministers of Ukraine during the day when such resolution is adopted.
