OPORA observer reported a violation during signing of protocols in SMD #66 (center - Malyn city).

A long-term observer of the Civil Network OPORA informed, that on the eve of the Election day and on the next day after the voting process he draw up two acts on violation of the Law of Ukraine "On Elections of People's Deputies of Ukraine" by heads of the PEC #180443 and the PEC #181161. The acts were submitted with two complaints against the DEC #66. The subject matter of both complaints was the fact that heads of mentioned PECs took stamps with them to the DEC and re-wrote protocols there. However, the DEC refused to consider those claims on the grounds that they were improperly compiled. The promised written answer still wasn't provided. The LTO of OPORA states, that on October 29, after the CEC considered a part of the protocols submitted by the DEC #66, its head H.I.Moroz allowed a part of heads of PECs to go and rest. The head, so to say, was going to sign those protocols, which were supposed to be signed by members of the PEC (after consideration of the CEC), by herself. Today, head of the PEC #180308 appealed to the DEC #66 in order to sign the protocol by herself, but she was denied (they said that they are not going to search the protocol specially for her).

Besides that, the LTO on SMD #66 noticed on the Voting day some other violations. The head of PEC #181161 was re-writing protocols in the DEC, and brought the stamp there; the election documentation was carried in unsealed box without a cover; an attempt to damage the package with protocols; PEC 180953 – the box with protocols had no stamp; PEC 181160 – bringing unfilled protocols and a stamp to the DEC.

According to the preliminary information, a candidate from the Party of Regions Vitalii Zhuravskyi is leading in SMD #66. The LTO in SMD #66 reported, that the headquarters of a candidate from the United Opposition Yevhen Dobriak is preparing an appeal to the court in order to get second vote counting at the number of polling stations.
