Around 1am on 29 October, the observer saw that in the hall of the DEC, Head, Secretary, and a member of the precinct election commission No.590112 of the village of Lukashivka of Velyka Pysarivka Raion were rewriting the protocols. He captured this fact with a camera, and then observed the process and called for the Head of the District Election Commission Yavdoshniak.

It turned out that the members of this PEC, who brought the ballots properly packed, had the protocols packed not separately and with two crossed out figures. Also, they had blank protocol forms signed by all members of the precinct commission and stamped.

It turned out that the cause of the violation was not fraud attempt but inattention of the commission members — they confused the rows where one should put the number of ballots that are not subject to counting, with the number of invalid ballots.

A formal note of the violation was taken, and the DEC decided to determine the expression of will at this station by recounting the protocols. Finally, it was decided to verify the result, and the commission members were issued a warning.
