OPORA observer, as of 1am of 29 October, reports numerous violations in the process of transferring ballots and protocols to DEC No.85.
The OPORA member captured with a camera how Heads of the PECs, together with the commission members, brought blank protocols, and filled them out in the hall of the DEC. Heads of the PECs brought the seals. Moreover, ballots and protocols weren't packed in special bags.
Boxes with the ballots and election documents weren't sealed.
