Official observers from OPORA tried to change the place of voting in connection to their mission on different polling station, but didn't succeed

Although the decision of the CEC on limited opportunity to change the place of voting only within one district was considered as violation of constitutional rights, it was supposed to prevent mass violations. However, it turned out that on practice that it's not so easy, if not impossible, to change your polling station even within the same district.

Official observers from OPORA tried to do this in Terebovlia (district #166) and Ternopil (district #165) rayons. According to the law, voters may ask to change their place for voting not later than 5 days before the Election Day. However, on 22 October the official observer received a refusal from the State Voter Register maintenance bodies with an explanation that he "was late and yesterday was the last day". A formal appeal from OPORA observer made employees of the State Voter Register maintenance bodies a little more indulgent, but the problem remained unsolved because the CEC has already blocked the server, even though it was around 12.30. Employees of the State Voter Register maintenance bodies also agreed that the statement was submitted in time, but the CEC notified them, that the server will be blocked after 14.00 and it will be impossible to make any changes. They informed, that the server was blocked not only in Ternopil oblast, but also on the whole territory of Ukraine.

The example of difficulties with changing the place for voting in Ternopil rayon proves that there were similar difficulties in the other rayons. The observer was refused in consideration of his appeal, because such procedure is applied only to members of Precinct election commissions.
