Therefore, voters which are not aware of the situation, may think that Serhii Ratushniak is the one candidate nominated by three political parties mentioned before.

In fact, neither the Fatherland, nor Svoboda or UDAR didn't support the candidate Ratushniak, and all of them have their own candidates in this district.

The Head of the United Opposition Arsenii Yatseniuk told OPORA that he would be happy if this incident was the only violation of the election campaign noticed after Serhii Ratushniak. He added: regional representatives of the party will react on these billboards in Uzhhorod.

The Head of Zakarpattia branch of the UDAR party Valerii Patskan said, that his political party is not going to respond to similar actions of Mr. Ratushniak. The Head of oblasd branch of All-Ukrainian Union Svoboda Oleh Kutsyn informed, that his party didn't allow ex-Head of Uzhhorod City Council to place their symbols on billboards, and representatives of the party will definitely react against his actions. Jurists are investigating the case at the moment.

According to the date-line, bill-boards were ordered by Serhii Ratushniak, the number of printed copies – 20 items. They were printed by Modus Ltd.

The public opinion, both foreign and domestic is formed through gathering and spreading of information among the target audience. From a strategic perspective public monitoring of elections focuses upon improving the system and certain procedures. In 2012, during Parliamentary elections in Ukraine OPORA implements a large-scale campaign of long- and short term observation, organizes a statistical vote-count by the results of voting with the proportional component of the electoral system on a basis of representative selection, will provide 100% coverage of polling stations by observers in separate single-mandate majoritarian districts. OPORA observers will work in all 225 electoral districts, and 3,500 activists will join them on the voting day. Organization will use the latest means of spreading information on observation results, including infographics and interactive maps.
