Sponsored by the candidate for People's Deputy in the election district No.16 (the town of Yampil, the town of Mohyliv-Podilskyi, Kryzhopil, Mohyliv-Podilskyi, Pishchanka, Chechelnyk, and Yampil Raions) Oksana Kaletnik (self-nomination), Rusalka Dnistrova (The Mermaid of the Dniester) Ukrainian International Literature and Art Festival took place in Mohyliv-Podilskyi Raion.

The event was attended by writers from Vinnytsia, Kyiv, Khmelnytskyi, and Chernivtsi Oblast. On the first day of the festival, 7 September, groups of writers and performers of the Oblast Philharmonic Society performed in educational establishments and libraries of Mohyliv-Podilskyi and villages of the raion (Serebriya, Ozaryntsi) as well as travelled to Moldova (Ataky, Ukrainian School in Unhry, and the University of Beltsy) for art meetings.

The next day, in the centre of Mohyliv-Podilskyi, the flower tribute to the monument of Taras Shevchenko took place, attended by the leaders of the Raion State Administration and Raion Council, Head of the National Writer's Union Viktor Baranov, Head of Vinnytsia Oblast Writer's Organisation Mykhailo Kameniuk, the representatives of the authorities of the Moldavian town of Beltsi, the deputy of the Oblast Council from the PR Oleksiy Havrylov, and the candidate for People's Deputy Oksana Kaletnik, who is the Chair of Batkivska Zemlia (The Fatherland) Charitable Fund.

During the ceremonial signing of the cooperation agreement between the authorities of Mohyliv-Podilskyi Raion, the Writer's Union, the representatives of Moldova, the Dniester Euroregion, and Batkivska Zemlia Fund, Head of Vinnytsia Oblast Writer's Organisation Mykhailo Kameniuk called Oksana Kaletnik "the mother" of Rusalka Dnistrova Festival. By the way, the agent of the candidate Oksana Kaletnik is another famous writer — the author of satirical novels Oleh Chornohuz.

It was also reported that Rusalka Dnistrova Festival shall become annual; it is planned to publish the local history and literature almanac of the same name, the co-founders of which will be NWUU, the institutes of the Academy of Sciences of Ukraine, the Dniester Euroregion, Batkivska Zemlia Charitable Fund, and representatives of the authorities of Ukraine and Moldova. It is also planned to open a monument to Rusalka Dnistrova and establishan annual award for writers, artists, and local historians.

In the newspaper of the Mohyliv-Podilskyi Raion District — Slovo Prydnistrovya (The Word of Transnistria) — of 7 September, the article that announced this event is called "True call of the fatherland"; it expresses gratitude to '... first of all, Batkivska Zemlia Charitable Fund and its founder, our compatriot Oksana Kaletnik for the financial support of the festival...'

Civic monitoring conducted by OPORA - is a type of network activity, aimed at impartial assessment of the preparation and conduct of elections, as well as preventing violations through comprehensive civic action. Professional monitoring at all stages of the election process indirectly influences the quality of the campaign. The public opinion, both foreign and domestic is formed through gathering and spreading of information among the target audience.  
From a strategic perspective public monitoring of elections focuses upon improving the system and certain procedures.  
In 2012, during Parliamentary elections in Ukraine OPORA is carrying out a large-scale campaign of long- and short term observation, organizing a statistical vote-count by the results of voting with the proportional component of the electoral system on a basis of representative selection, will provide 100% coverage of polling stations by observers in separate single-mandate majoritarian districts. OPORA observers will work in all 225 electoral districts, and 3,500 activists will join them on the voting day. Organization will use the latest means of spreading information on observation results, including infographics and interactive maps.
