Six candidates, which announced their intention to run in this election district, participated in primaries. Bulletins contained following names: Volodymyr Bolieshchuk (Ukrainian People's Party (UNP), the Head Ternopil municipal housing department), Volodymyr Boiko (All-Ukrainian Union "Fatherland", Deputy head of oblast office of the party), Anatolii Vykhrushch (Peoples Movement Of Ukraine (Rukh), Deputy head of Ternopil Oblast State Administration (OSA) during Viktor Yushchenko's presidency), Ruslan Kulyk (Ukrainian Platform "Sobor", assistant of the MP of Ukraine P.Zhebrivskyi), Valentyn Nalyvaichenko (unaffiliated, former Head of the Security Service of Ukraine (SBU)), Volodymyr Staiura (All-Ukrainian Union "Svoboda", entrepreneur, deputy of Oblast counicl). Bulletins contained only the list of candidates, with  no information about them in bulletins or polling stations.

People could vote at some stationary polling stations in administrative centers of the district: Berezhany, Zborov, Kozov, Pidhaitsi. According to organizers, village citizens in the district could vote with the help of mobile polling stations, members of which visited 82 settlements. Organizers don't provide the exact number of people which participated in the primaries of the opposition, but there must be a small number: before the end of voting day, in Koziv voted 250 people (9 thousand inhabitants), in Zboriv - less than 200 (also around 9 thousand inhabitants). The Public district election commission (HOVK), which organized conduction of primaries and vote count was formed by the Civic Committee "People's Choice 2012", formed a month ago. The membership of the Public district election commission consisted of representatives of civic organizations: All-Ukrainian Trade Union “People’s Solidarity”, the Committee of Voters of Ukraine, Civic Campaign “Youth guards” (MVARTA), NGO “Prosvita”, All-Ukrainian association "Tryzub", NGO Ukrainian People's Council, Civic movement "Chesno". According to the head of the Public district election commission Pavlo Levkiv, the primaries of a candidate from the opposition in ED No.164 were financed by civic associations which organized it (nearly one hundred of people were involved in this primaries).

By the results of primaries of the opposition candidates in ED No.165 Valentyn Nalyvaichenko received 66,5% of votes, Volodymyr Bolieshchuk- 11,5%, Anatolii Bolieshchuk - 8%, 14% - together— Volodymyr Staiura, Volodymyr Boiko, Ruslan Kuly

Civic monitoring conducted by OPORA - is a type of network activity, aimed at impartial assessment of the preparation and conduct of elections, as well as preventing violations through comprehensive civic action. Professional monitoring at all stages of the election process indirectly influences the quality of the campaign. The public opinion, both foreign and domestic is formed through gathering and spreading of information among the target audience.
