Decree of the President of Ukraine of January 25, 2011 “On the issue of formation and organization of the Constitutional Assembly” approved “The concept of formation and organization of the Constitutional Assembly”. According to it, the Constitutional Assembly is a special subsidiary body, the purpose of creation and activity of which is a preparation of a bill on making amendments to the Constitution of Ukraine. A new structure includes 100 members. Between them are people with certain professional skills and experience in the establishment of the State and legislation, which are authoritative in the society and are not authorized to perform functions of the state or local government. Members of Constitutional Assembly are working on a voluntary basis.
The third part of the Constitutional Assembly is appointed by the President through nomination of the Expert group on preparation of the Constitutional Assembly. Another two thirds are appointed by the Head of the State from representatives of NGOs, scientific and analytical institutions, political parties, deputy factions and groups in the Parliament. The Civic Consortium of Election Initiatives, members of which are Civic Network OPORA, Agency for Legislative Initiatives, Committee of Voters of Ukraine and Ukrainian Center for Independent Political Research, also received its representation in the Constitutional Assembly.
