The graduates have no possibility to file the documents to Kherson universities via the internet. That was the conclusion of the local representatives of OPORA judging by the results of the first week of observing the admission campaign in 2011.

The representatives of the admission boards in both formal and informal talks with OPORA delegates and journalists claim that the electronic admission system really can’t perform all the required functions.

“Our university had done all the possible things for normal working of the electronic admission. We bought special modems; we supported the work of the specialists. But there wasn’t a single graduate registered in our system from July, 1st to July, 8th, - told Yuriy Kyrylov, the secretary of the Admission board in Kherson State University of Agriculture.

During a week the delegates from OPORA had over 100 private conversations with Kherson graduates. One third (39 people) tried to use the electronic admission system. Nobody succeeded to file the documents to the Kherson universities via the internet.

“I tried to send the application to the Kherson State University and to the Agricultural University, but there constantly were some mistakes in the registration. When I called to the admission board I was told they have current problems with the system,” – told the Kherson graduate Maria Shakhova.

Most often the admission board deals with the impossibility to download the graduate’s data from the central system and the breakdowns in the work of the servers.

Most often the graduates deal with such problems: the refutation to register on the electronic admission websites even in case of right information in the fields; the lack of confirmation of the documents’ receiving from the university; the mess in the documents’ sending (the graduate sends the application to Kharkiv National Technical University but the system sends the data to Kyiv National Shevchenko University).

The project of the observing the admission campaign 2011 is maintained with the support of the international “Renaissance” fund and the Program of independent testing promotion in Ukraine (USETI Alliance)
