59.9% of the elected candidates were elected to regional and raion councils, and to councils of large communities with more than 10,000 voters, on party lists in a single multi-member constituency. 40.1% were elected in territorial constituencies. Among all elected deputies, 52.6% of candidates received the required percentage of the electoral quota to advance in their party list. Most of all, in 64.1% of cases, this election quota of 25% was overcome by the nominees from the "Opposition Platform — For Life".
Civil Network OPORA analyzed 39,813 people elected to local councils or elected as community heads and analyzed how the proportional electoral system with open lists, first used in Ukraine, worked in the October 25 local elections. It is worth noting that the CEC website still lacks information on almost 4,000 elected deputies. This could affect the accuracy of the statistics presented in this report.
Among more than 21,000 candidates elected under the proportional election system (oblast, raion, and community councils with more than 10,000 voters), the vast majority of people won in the single multi-member constituency (party lists) - 59.9% and only 40.1% won in territorial constituencies. If we do not take into account rural and settlement communities, we get almost the same figures: 58.5% of deputies were elected in the single multi-member constituency (party lists), 41.5% - in territorial constituencies (TEC).
If we take into account the type of council to which the elections are held, the greatest chance of being elected within the constituency was when running for regional council - 53.8%, while for the community council chances were only 36.9%. In other words, the larger the number of voters in a constituency, the better the chances of being elected within that constituency.

Among all elected deputies, 52.6% of candidates received the required percentage of the electoral quota for promotion (over 25%). 7% of nominees scored less than 5% of the electoral quota, and 40.4% scored from 5% to 24.99%.
We should note that according to the election results, there are 41 people among the already elected deputies who received zero votes. At the same time, the largest percentage of the electoral quota was scored by the elected to the Severodonetsk district council from the "Opposition Platform - For Life" - Hennadiy Minin - 638.34% and Ihor Ioffe - 441.97%.

If we take the party component into account, then the majority of candidates were elected on party lists (the single multi-member constituency) rather than on territorial constituencies (TECs). Among local election leaders, only members of the Opposition Platform For Life were more likely to be elected in a constituency than on a party list.

It is also worth noting that the nominees from the "Opposition Platform - For Life" were the most often ones to overome the 25% electoral quota - in 64.1% of cases. This indicator is followed by deputies from "European Solidarity" - 53.7%, then "Servant of the People" - 53.2% and "Nash Krai" - 50.9%.
