Civil Network OPORA has analyzed how actively parliamentary committees of the Verkhovna Rada of Ukraine of VIII convocation worked.
From December 2014 to March 2016, subjects of legislative initiative have developed and registered 3,377 draft laws in the Parliament. MPs of Ukraine have developed 2,878 draft laws, Cabinet of Ministers of Ukraine – 421, and the President – 78. Thus, 78% of legislative initiatives introduced by the President (61 of 78) were supported and became laws. Cabinet of Ministers was less efficient in law-making – 34% (143 of 421) of draft laws were supported by MPs and came into force. As for the MPs, only 6% (180 of 2,878) of registered draft laws were adopted. Only 11% of draft laws, developed and registered by subjects of legislative initiative, were supported by MPs (384 of 3,377).
At the same time, 1,929 of 2,878 draft laws, registered by MPs, are under consideration in parliamentary committees and at other stages of consideration. 769 draft laws were rejected by the Parliament or removed from consideration. 215 draft laws submitted by CMU and 16 by the President are also on various stages of consideration. The Parliament has rejected or removed from consideration 63 governmental draft laws and one draft law initiated by the President.
Most of the registered bills concerned jurisdiction of the Committee on Taxation and Customs Policy – 552; Committee on Legislative Support of Law Enforcement – 350; Committee on Budget – 290; Committee on Judicial Policy and Justice – 290; Committee on Social Policy, Employment and Pension Provision – 195. The smallest number of bills concerned jurisdiction of the Committee for Informatization and Communications – 19; Committee on Preventing and Combating Corruption – 30; Committee on Culture and Spirituality – 41; Health Care Committee and Committee on European Integration (42 bills each).
Most of approved in the Parliament bills concerned jurisdiction of the Committee on Taxation and Customs Policy (43); Committee on Foreign Affairs (42); Committee on National Security and Defense (37); Committee on Legislative Support of Law Enforcement (36) and Budget Committee (35).
The following committees have the best statistics of successful adoption of bills under their jurisdiction in the Parliament: Committee on European Integration – 67% (28 of 42 were adopted), Committee on Foreign Affairs – 65% (42 of 65), Committee on Preventing and Combating Corruption – 27 (8 of 30), and Committee on National Security and Defense (37 of 159 bills were adopted).
The following committees have the worst statistics of successful adoption of bills under their jurisdiction in the Parliament: Committee for Informatization and Communications, Health Care Committee, Transport Committee, Committee on Rules of Parliamentary Procedure and Support to Work of The Verkhovna Rada of Ukraine, and Committee on Judicial Policy and Justice.
