On the day the 3rd session of the Verkhovna Rada of VII convocation was opened, only 385 MPs registered for the plenary meeting, and 57 MPs were absent. Such information was taken from the electronic registration, published on site of the VRU. During the second session, only 111 MPs were present during all the sittings. Civil Network OPORA has analyzed and systematized the data on how MPs were attending plenary meetings during the second session. Results of this analysis will show which MPs fulfill their duties with due diligence, and which do not show up.

During the second session, 46 written and 45 electronic registrations on parliamentary sittings were published on the site of the Verkhovna Rada. Such a difference is due to the off-site sitting, held on Bankova Street on April 4.

The first place in the rating of shirkers is taken by Konstiantyn Zhevaho. He has missed 45% of plenary sittings. Having missed 28 registrations of 46, Ihor Palytsia follows him. The third place is jointly taken by members of the Party of Regions, Borys Koliesnikov and Anton Pryhodskyi (26 absences each). Non-faction MP Ihor Skosar and member of the PR Vasyl Khmelnytskyi are on the 4th place (25 absences each). The fifth place in the rating of shirkers is taken by Yurii Chertkov from the Party of Regions (23 missed sittings).

The Party of Regions and AUU Batkivshchyna have raised their attendance during the second session. Instead, the attendance of Svoboda, CPU, and UDAR has decreased.

111 MPs were present on all the sittings during the second session. 71 of them are from the Party of Regions, 14 from the AUU Batkivshchyna, 12 from AUU Svoboda, 9 from the CPU, 2 from the UDAR, and 2 are non-faction deputies.

In percentage from the number of faction members, the Party of Regions has 34% of diligent MPs, AUU Svoboda – 33%, CPU – 28%, AUU Batkivshchyna – 15%, UDAR – 4%, non-faction MPs – 4%. In comparison to statistics of the first session, the attendance has changed in parties. Thus, the Party of Regions and AUU Batkivshchyna have raised their attendance during the second session. Instead, the attendance of Svoboda, CPU, and UDAR has decreased.  Non-faction deputies are leading in the number of absences.

Civil Network OPORA publishes a number of materials containing a summary of parliamentary activities for the current period. These documents complement a long-term monitoring, which is being conducted by the organization after 2012 Parliamentary elections. This analysis shows systematized data on how MPs were attending plenary meetings during the second session. OPORA hopes that these publications will help citizens to keep up with parliamentary activities, MPs to be more open and accountable, and the Verkhovna Rada to be institutionally independent.
