Oleksandr Yefremov has proposed to take decisions by a simple majority of MPs present in the session hall of the Verkhovna Rada. The Party of Regions faction head has announced this proposition during the briefing on February 22.
"Each decision shall be taken by not less than 150 MPs, not 40 MPs present in the session hall". According to the Party of Regions faction leader, the majority of countries with more developed democracy use similar norm in their legislation. "We understand that we need to make certain amendment to the Constitution in order to introduce this regulation".
Mr. Yefremov also emphasized, that certain amendments have already been introduced to the rules of procedure of the parliament, which provide sanctions for neglecting of duty by MPs and for blocking the rostrum, including deprivation of mandate for similar offenses.
Vitalii Klychko has commented on the proposition: "We need some time to assess the possibility if such changes". Arsenii Yatseniuk said that the initiative introduced by the Party of Regions is unconstitutional: "Any law which they will adopt to change the voting procedure will be unconstitutional, as long as the Constitution says that the decision is to be taken by the majority of the constitutional complement of the parliament, which is 226. To change the number 226 to any other number is possible only by introducing amendments to the Constitution.
