The Verkhovna Rada will be unblocked only in case MPs will vote with hands. Such decision was taken on the last meeting of parliamentary factions.

Three opposition factions emphasized that the opposition is going to unblock the parliament only if MPs will vote with hands, and the personal responsibility for violation of individual voting standards will be introduced.

Concerning the use of the Rada electronic voting system, Arsenii Yatseniuk noted: "They have wrung the button's neck, and our responsibility is to put the Rada system into operation. The order is to be included into the resolution of the Verkhovna Rada on restoration of the electronic voting system, which will secure personal voting; it's in the process.

During negotiations in the office of the Head of Verkhovna Rada, the question of possible sanctions for personal voting violations was discussed. However, opposition factions refuse to open the second session until all agreements are draw up and signed, informed the All-Ukrainian Union Svoboda faction leader Oleh Tiahnybok.

"The Party of Regions is ready to approve sanctions for personal voting violations in the Verkhovna Rada", – said the Party of Regions faction leader Oleksandr Yefremov.

He has also mentioned, that the majority of regulations on sanctions proposed by the opposition are already included to different normative acts of the Rules of Parliamentary Procedure. "We were ready to support this motion already two weeks ago, and I don't understand why they had to excruciate the parliament", – said Mr. Yefremov.

According the Yefremov, the corresponding changes to the Rules should include certain sanctions for blocking the parliament.

The negotiations will be continued on February 19, at 6pm.
