Over six months of the Verkhovna Rada of IX convocation, it has got 1,274 registered bills, and adopted 12.4% of them. Bills registered by the President of Ukraine have the highest level of support. MPs from the Batkivshchyna, Servant of the People, Opposition Platform - For Life factions and non-faction MPs missed the biggest number of votings.
How many bills were registered
The Parliament has registered 1,274 bills over the first six months (1,093 were submitted by MPs, 123 - by the Government, and 58 - by the President). The previous convocation of the Parliament had 504 more bills registered over the same period of time, ie 1,778 (1600 initiated by MPs, 149 by the Government, 27 by the President).
However, fewer bills is better, because the previous convocation of the Verkhovna Rada didn't manage to consider a big part of registered bills. The problem was that many MPs submitted bills individually (over 40% of bills submitted by MPs) or co-authored with several other MPs. Such legislative initiatives had almost no chance of being adopted.
Whose initiatives they support
The Parliament has adopted 158 bills over six months (105 initiated by MPs, 28 by the Government, and 25 by the President). Over the same period of work, the Parliament of VIII convocation adopted 171 draft laws.
Presidential initiatives have the highest level of support (43.1%), followed by legislative initiatives of the Government (22.8%), and MPs on the third place (9.6%). The previous convocation of the Parliament had similar tendency.
How they vote
Over the first half year of the Parliament, the voting buttons were pressed 1 million 163 thousand 115 times. In 40.7% of cases MPs voted "for", 27.9% - "abstained", 5.1% - "against". In 15.5% of cases MPs did not vote, and in 10.8% they were absent.
MPs from the Servant of the People have the biggest percentage of "for" votes (44%), the Batkivshchyna is on the second place (43%), and the Dovira group of MPs is on the third (38.6%). The Holos and the Opposition Platform - For Life parties have the smallest percentage of "for" votes (31.4% and 32.8% respectively).
The Holos and the Servant of the People have the biggest percentage of "against" votes (7.3% and 6.7% respectively). The For the Future and the Dovira groups of MPs have the smallest percentage of "for" votes (0.5% and 0.6% respectively).
The Holos and the Servant of the People parties have the biggest percentage of "abstained" votes (37.2% and 33% respectively). The Opposition Platform - For Life abstain from voting the least often (12.9%).
Who rebels the most
Petro Poroshenko follows the party line the least often among MPs of the European Solidarity. His votes contrary to the party line reach 69.9%.
In Servant of the People, Oleksandr Dubinsky has the biggest percentage of votes contrary to the party line. Thus, his choice differs from the party line in 69% of votes.
Yurii Zahorondii from the Opposition Platform - For Life is the one who votes contrary to the party line the most often. His "rebellion" percentage reaches almost 41.1%.
In the For the Future group of MPs, Viktor Baloha votes on his own the most often. Thus, he voted contrary to the party line in 50.1% of cases.
Oleh Kulinich is the rebellion in the Dovira group of MPs. Thus, he voted contrary to the party line in 44.5% of cases.
In the Holos faction, Sviatoslav Vakarchuk votes contrary to the line of party the most often. The MP has 38.3% of such votes.
In the Batkivshchyna faction, Serhii Tarutavotes contrary to the line of party the most often and has 29% of such votes.
Session hall absentees
Truant MPs, who missed the biggest number of votings, are from the AUU Batkivshchyna, servant of the People, Opposition Platform - For Life factions, and non-faction MPs. Vadym Rabinovych from the Opposition Platform - For Life missed the biggest number of votings (74%). Vadym Stolar (68.9%) and Denys Isaienko (61.8%) from the same faction took second and third places.
The following MPs are also on the list of truants: Oleksandr Dubinskyi (Servant of the People), Anzhelika Labunska (Batkivshchyna), Yuliia Tymoshenko (Batkivshchyna), Liubov Shpak (Servant of the People), Vitalii Danilov (Batkivshchyna), Ihor Kisilov (Opposition Platform - For Life), Oleh Voloshyn (Opposition Platform - For Life), Dmytro Shentsev (non-faction) and Yurii Solod (Opposition Platform - For Life).
We should mention that according to law amendments approved in October, the attendance of MPs on plenary sessions will now be measured by their participation in voting. That is, if an MP does not vote, then he is not present at the session. Thus, the Verkhovna Rada refused to register MPs in writing. Those who do not vote will now be subject to financial penalties. This procedure will be applied to MPs who missed more than 30% of the vote in parliament.

Nestor Shufrych from the Opposition Platform - For Life took the floor the most often in the Verkhovna Rada. The total duration of his speeches reached 3 h 50 min 35 s. MP Nina Yuzhanina from the European Solidarity took the 2nd place (3 h 34 min 47 s). The third place went to another member of the European Solidarity, Oleksii Honcharenko (3 h 23 min 15 s). Iryna Herashchenko from the European Solidarity took the fourth place (3 h 15 min 4 s) and Dmytro Hetmantsev from the Servant of the people - the fifth (3 h 1 min 39 s).
Other MPs who took the floor quite often are: Taras Batenko (For the Future group of MPs), Vadym Ivchenko (Batkivshchyna), Serhii Vlasenko (Batkivshchyna), Serhii Shakhov (Dovira group of MPs), Nataliia Korolevska (Opposition Platform - For Life).
