This year the Ministry of Education, science, youth and sports actively promotes the system “Electronic admission 2011” for the graduates to file all the applications to the universities via internet. Although this is the progressive system, but it was offered to the graduates and the admission boards of the universities in somewhat raw condition.

The major threat for the graduates is the situation that the people planning to make the application in the last day (July, 31st), won’t be able to turn their intentions to life. The reason is that the admission board should answer the graduates’ application during one day. So, if the graduate sends the application at 22.00 on July, 31st, the university won’t be able to send the answer earlier than August, 1st. But July, 31st is the deadline for the applications and the university has to make and publish the rating of the graduates by August, 1st, and it is impossible to keep to such schedule. so, the Ministry of education, science, youth and sports decided that the graduates will be able to send their applications via the system till 23.59 on July, 31st.

The core of the problem is that this information is not announced on the website for logging in to the system “Electronic admission 2011” – on this website there also some requirements for the peole wishing to use the system. The operator of the consultative line “Admission campaign 2011” (you can see the phone number on the website of the Ministry) explained that this information was provided to the deans of the universities. How can the deans inform all the Ukrainian graduates and why there is not a single trace of information on the website – nobody understands.

As it was proved by the previous admission campaigns, some the graduates wait for the deadline to analyze the scores of other graduates and to weigh the chances to pass the contest for the state budget places. So, the graduates can lose the chance to file the application not because of the ignorance but because of the lack of professionalism and the irresponsibility of the officials.

But it is not the only gap in the system. For instance, the public observers of OPORA are worried by the fact of the extreme vulnerability of the personal pages protection, All the data, including the personal password that is automatically printed on the testing certificate, is available for the third persons just after the first filing of the documents to the university. Such situation fosters the possible harm for the graduate through the registration or cancellation of the application by the third persons that accessed login and
