This year's applicants who are eligible to apply no more than 5 universities still do not know the size of state demand in the universities. Thus, prospective students are deprived of opportunities to make informed choices about the cherished school. So, after the limit of universities will be exhausted, they may find that the number of state budget places for specific specialties will be lower than last year.

Only on 07/16/2010, after the official start of the admissions process, the Minister Dmytro Tabachnyk signed the Order № 706 "On state demand for training of specialists with higher education in 2010." Representatives of universities are offered through the website of Ministry of Education to come to Kyiv on 19 and 20 July to get a paper-based data on the state demand. Furthermore, unlike previous years when the information was publicly available at the website of MES and was in the public domain, this year it has not been published yet. 

OPORA is concerned because of opacity in formation and lack of data on state demand in 2010. In connection with numerous appeals of students to the hotline phone of the organization, the civil network OPORA has to claim about the opacity of the Ministry of Education and Science of Ukraine. 

According to the Law of Ukraine "On higher education" (Article 3 paragraph 2), and the fact that the students study for the money from the budget, allocation of state demand should take place openly and transparently. Experts of OPORA require immediately publishing of the full text with attachments of the Decree № 706 on the website to inform students, university leaders and the public.
