During the 2020 local elections, territorial authorities of the National Police registered the total of 17,979 reports and complaints related to election process. The total of 1,297 criminal proceedings have been initiated, 728 proceedings have been closed, 116 cases were referred to court. Pre-trial investigation is underway for 416 criminal proceedings.

It was given in reports by the Department of Information and Analytical Support of the National Police of Ukraine in reply to the request from the Civil Network OPORA.

The highest number of reports was registered in Kyiv Oblast – 2,082, in Kyiv – 1,748, in Dnipropetrovsk Oblast – 1,618, in Odesa Oblast – 1,242, in Donetsk Oblast – 1,140, and in Lviv Oblast – 1,089.

The highest number of complaints is about illegal campaigning – 6,367; production or dissemination of campaigning materials without the source data – 1,227. As to breaking the rules for placing campaigning materials or posting them in unauthorized places, 882 complaints have been submitted; voter bribery – 858 complaints, breaking the secrecy of ballot – 602, faking election-related documents – 588. Violation of rules and procedures to keep voter registers or election commissions operations - 548 complaints, rules for publishing electoral documentation – 466. 542 complaints concern the destruction of campaigning materials.  

The total number of protocols on election-related administrative offence filed by police is 2,577; of them 2,313 cases concern the violation of electoral law.

In addition, police authorities initiated 1,297 criminal proceedings, 863 of them are directly related to the violation of electoral law (Art. 157-160 of the Criminal Code of Ukraine) and 434 cases are indirectly related to breaking the election law (other Articles of the CCU). Of the stated number, 475 criminal proceedings were registered after the election day on October, 25.
