Civil Network OPORA has analyzed 41,746 persons who were elected as members of local councils or community heads. It is worth noting that website of the CEC lacks information about almost 2000 elected councilors. This could influence the statistical data completeness and accuracy of this report.

Party affiliation of winners

Thus, subjects that won the largest number of seats in councils of all levels, as well as positions of city, settlement, and village heads are as follows: independent candidates - 17.4%, Servant of the People party - 14.7%, AUU Batkivshchyna - 10.3%, For the Future - 9.5%, Opposition Platform - For Life - 9.5%, European Solidarity - 8.8%, Nash Krai - 4.4%, AUU Svoboda - 2.1%, Ukrainian Strategy of Hroisman - 1.5% and Propozytsiia - 1.3%.

Subjects that won the largest number of seats in oblast councils are as follows: Servant of the People party - 16.7%, European Solidarity - 14.8%, Opposition Platform - For Life - 13%, For the Future - 11.7%, AUU Batkivshchyna - 11.2%. In total, these 5 parties hold 67.4% of all seats in this type of councils.

As for raion councils, parties that won the largest number of seats are as follows: Servant of the People party - 16.8%, Opposition Platform - For Life - 16.4%, European Solidarity - 13.4%, AUU Batkivshchyna - 9.7%, and For the Future - 8.9%. In total, these 5 parties hold 65.2% of all seats in this type of councils.

In territorial communities with OVER 10 thousand voters, the following parties received the largest number of seats: Servant of the People - 15.7%, European Solidarity - 12.6%, Opposition Platform - For Life - 12.4%, AUU Batkivshchyna - 10.6%, and For the Future - 9.3%. In general, these parties have 60.6% of elected deputies.

In territorial communities with under 10,000 voters, independent candidates have the biggest percentage of winners - 39.1%. The Servants of the People goes after them - 12.8%, followed by AUU Batkivshchyna - 10.7%, For the Future - 10% and Nash Krai - 4.8%. It should be noted that these subjects were in the same order leaders by the number of nominated candidates for council members in cities with under 10 thousand voters.

The absolute majority of elected city, town and village heads also ran as independent candidates - 46.8%. Servant of the People is represented by 15.9% of elected community heads, For the Future - 6.4%, AUU Batkivshchyna - 3.8% and Opposition Platform - For Life - 3.7%.

Gender component

In general, 64% of the total percentage of elected local officials are men and 36% are women. To compare, there were 55.5% of male candidates and 44.2% female. In other words, fewer women were elected to local government than generally ran.

Almost 28.4% of elected oblast council members are women; district council members - 33.8%; community council members in cities with over 10,000 voters - 33.3%, with under 10,000 voters - 41.7%. However, city, town and village heads have the lowest percentage of women elected (16.8%). However, it should be noted that there were also significantly fewer female candidates for this position than male candidates (there are only candidates for mayors published on website of the CEC).

It should be noted that women have the largest representation among village heads  - 21.1%. This percentage is 16.5% in settlements and only 9.3% in cities.

As for political forces that received the biggest number of seats in the local elections, the highest percentage of elected women candidates can be seen in the lists of the Nash Krai party - 40.6% and Servant of the People - 39.4%, and the lowest - in AUU Svoboda - 25.8%.

According to the analysis results, almost the same percentage of women are elected in multi-mandate district and in territorial districts. Oblast councils are exceptions here, with two times bigger number of women elected by party lists - 39.7% compared to 18.8% in territorial districts.

56.2% of men candidates and 45.8% of women candidates of all elected councilors have gained the required percentage of the electoral quota required to get a seat via electoral lists (over 25%). At the same time, only 1.5% of women received more than 100% of the electoral quota.

Review of the electoral system's functioning

More than a half of 23 thousand candidates elected under proportional system (oblast, raion, and community councils with over 10 thousand voters) were nominated in the national district (party lists) - 59.4%, and 40.6% in territorial districts. Not counting village and settlement communities, we get almost the same figure: 58.1% of councilors in the national district, and 41.9% in territorial districts.

If we take the type of council, candidates had the greatest chance to be elected in a district to oblast councils - 54%, while the chance to get into a community council was only 37.9%. Thus, the larger the number of voters in a district, the higher the chance of being elected in that district.

52.6% of all candidates have gained the required percentage of the electoral quota required to get a seat via electoral lists (over 25%) among all elected councilors. 7% of nominees received less than 5% of the electoral quota, and 24.99% - 40.4% - more than 5%.

It should be noted that according to the election results, there are 50 elected councilors, who didn't receive any vote. On the other hand, three elected representatives of the Severodonetsk Raion Council received the largest percentage of electoral quota: Hennadii Minin (Opposition Platform - For Life) - 638.34% (2,464 votes), Olena Khortiva (Nash Krai) - 562.95% (2,173 votes) and Ihor Ioffe - 441.97% (1,706 votes).

As for the party component, the majority of candidates who has won were nominated in party lists (national district) rather than in territorial districts. Only representatives of the Opposition Platform - For Life were more often elected in the district - 52.6% than the party list (47.4%) among leaders of local elections. The largest number of candidates on the party list was chosen from nominees of the Svoboda party.
